I hacked up a visual CQ preamble for PSK that fits in 31Hz. There's a sample WAV.gz.

I think that to do it for real you could populate the 512 element FFT with a windowed bitmap representation and then convolve it to put it back in the time domain. This example was generated with a hack program called Coagula which does pretty much that. I'm not sure about the bad sidebands though...
